President George Chikos called the regular meeting to order at 7:07 p.m. Roll call was taken. Members present: George Chikos, Vickie Hall, Ken Jacobson, and Dale Nichols. Kay Anderson and Justin Corman were absent. Also present were Superintendent Randy Butcher, Recording Secretary Vonnie Brown, Elementary Principal Kevin Myers, High School Principal Mike Mitchell and visitors.
President Chikos informed the public of the Open Meetings Act posted by the library door.
It was moved by Hall and seconded by Nichols to approve the agenda with addition of one item to IVD regarding extra-curricular activities.
Three members of the public had comment in support of the board’s implementation and enforcement of the drug and alcohol testing policies.
There were no communications to be read.
Business Meeting:
It was moved by Jacobson, seconded by Hall to approve the minutes of the August 13 and August 28 board meetings. Yes: Chikos, Jacobson, Hall, and Nichols. No: none.
It was moved by Chikos, seconded by Jacobson to approve the financial reports ending August 31, 2007, the August bills, and September General Fund payroll and withholding of $388,609.82 and Lunch Fund Payroll and withholding of $4,892.18. Yes: Chikos, Jacobson, Hall, and Nichols. No: none.
Vickie Hall expressed appreciation to Mr. Mitchell, Mr. Myers, and Mr. Butcher for their dedication to the school and the way they work together and support each other.

Unfinished Business:
It was moved by Jacobson and seconded by Nichols to assign Vonnie Brown the authority to be the representative for communications with IRS and any and all banks or financial institutions with Bridgeport Public Schools funds, along with authority to work with State auditors, Local auditors, Nebraska Department of Education Financial Services Representatives, and any all fund sources for school revenue and receipts. Yes: Chikos, Jacobson, Hall, and Nichols. No: none.
New Business:
It was moved by Hall and seconded by Nichols to approve Budget and Budget Increases for the 2007-2008 school year as follows: accept General Fund at $6,954,000; accept Depreciation Fund at $340,587; accept Employee Benefit fund at $76,973; accept Activities Fund at $170,225; accept School Lunch Fund at $267,624; accept Special Building Fund at $111,032; accept Qualified Capital Purpose Undertaking Fund at $45,661; and accept Student Fee fund at $7,000. Yes: Chikos, Jacobson, Hall, and Nichols. No: none.
It was moved by Chikos and seconded by Jacobson to set the tax request at the published amount of 1.028910%. Yes: Chikos, Jacobson, Hall, and Nichols. No: none.
It was moved by Jacobson and seconded by Hall to approve Depreciation Funds transferred from the General fund as capital outlay to facilitate the eventual purchase of Heating and Air Conditioning along with other building upgrades as necessary. Yes: Chikos, Jacobson, Hall, and Nichols. No: none.
It was moved by Jacobson and seconded by Nichols to approve Joseph R. Hewgley and Associates, Inc. as architects for the building project. Yes: Chikos, Jacobson, Hall, and Nichols. No: none.
There was discussion of the wording in student handbook and board policy regarding restriction of Extra-Curricular activities. Further discussion of this policy was referred to the Policy Committee.
It was moved by Jacobson and seconded by Nichols to purchase and implement immediately the use of a breathalyzer on every student attending school sponsored dances. Yes: Chikos, Jacobson, Hall, and Nichols. No: none.
There was discussion of approval of Liquid Assets as an investment firm. No action was taken.
There was discussion of Don Bemis, A.G. Edwards, and Mike Stull with Wells Fargo for services to organize and implement the school bond issue associated with building additional facilities. No action was taken.
Discussion:
There was discussion of the need for Internal Controls. Vickie Hall and George Chikos attended a NASB workshop where Internal Controls was a topic. While it is difficult for small schools to have enough personnel for all the recommended controls, several suggestions were made to be implemented
Other recent NASB training and upcoming training was discussed.
The Board Retreat has been scheduled for September 17 and other events on the board calendar were discussed.
Enrollment figures were reported at 290 in Elementary and 229 in High School for a total of 519. The total has increased to 523 since the enrollment figures were collected.
Reports:
Mr. Mitchell reported that Mr. Borders has been discussing having a trainer come once a week to review athletic strategies to prevent injuries.
There was a brief discussion of the High Abilities and Enrichment programs regarding what is happening this year and the activities that have been added.
It was moved by Nichols and seconded by Jacobson to adjourn at 8:50 p.m. Yes: Chikos, Jacobson, Hall, and Nichols. No: none.
