President George Chikos called the regular meeting to order at 7:00 p.m. Roll call was taken. Members present: George Chikos, Vickie Hall, Ken Jacobson, and Justin Corman. Kay Anderson was absent and Dale Nichols arrived at 7:03. Also present were Superintendent Randy Butcher, Recording Secretary Vonnie Brown, Elementary Principal Kevin Myers, High School Principal Mike Mitchell and visitors.
President Chikos informed the public of the Open Meetings Act posted by the library door.
The board approved the agenda by consensus with a correction on the meeting date and addition of one item VI regarding a meeting with Hewgley & Associates tentatively scheduled for October 15.
There were no communications to be read.
Business Meeting:
It was moved by Hall, seconded by Corman to approve the minutes of the September 10 Budget Hearing. Yes: Chikos, Jacobson, Hall, Corman, and Nichols. No: none.

It was moved by Jacobson, seconded by Hall to approve the financial reports ending September 30, 2007, the September bills, and October General Fund payroll and withholding of $403,965.50 and Lunch Fund Payroll and withholding of $9,478.48. Yes: Chikos, Jacobson, Hall, Corman, and Nichols. No: none.
President George Chikos opened the meeting for public comment. A parent presented a statement asking for leniency regarding consequences for a student handbook violation. Two students apologized for their violations.

Unfinished Business:
Michelle Keszler gave a presentation of information on Assessment and Test Scores. She gave handouts showing the types and purposes of testing and ways the data can be used to improve teaching and individual learning.
There was discussion of the selling of vans and purchase of Suburbans to replace the vans due to changing legislation. It was moved by Corman and seconded by Nichols for Mr. Butcher to put out bids for one or two Suburbans with the possibility of van trade ins. Yes: Chikos, Jacobson, Hall, Corman, and Nichols. No: none.
The board reviewed the summary of the Board Retreat from Burma Kroeger.
A contract has been offered by Hewgley & Associates. It is being reviewed by Dick Douglas, the school’s attorney. George Chikos and Mr. Butcher will meet with Mr. Douglas to discuss the contract.
Timeline for a bond issue and public involvement were discussed.
New Business:
Mr. Roberts presented a request for an out of state band trip to go to Laramie for the University of Wyoming Band Day on October 27. Potentially there will be 26 students (8-12) and 4 sponsors. They will leave at approximately 5:30 a.m. and return home around 7:30 p.m. Student lunch will be $3 per student. It was moved by Nichols and seconded by Hall to approve the trip and allow $100 toward the meals. Yes: Chikos, Jacobson, Hall, Corman, and Nichols. No: none.
There was a letter of appreciation from Ana Castano and Annel Sandoval thanking the school and Mrs. Hoxworth for the opportunity to attend the Hispanic/Latino Summit in Lincoln
The board packets included information from Nebraska Rural Community Schools Association (NRCSA) for review by the board. NRCSA lobbies in support of rural schools on legislative issues.
Discussion:
There was discussion of the need for future committee meetings. The Building Committee will meet with the Architects at 7:00 p.m. in the Jr./Sr. High School Media Center on October 15, with Justiin Corman as an alternate if one of the committee members is unable to attend.
There is an NASB Workshop in Omaha on November 15 and 16. George Chikos will attend the workshop with Mr. Butcher. All Board members are encouraged to attend.
There was information in the board packets regarding the school’s membership in Nebraska Council of School Administrators (NCSA) and what NCSA does for us. They provide legislative information, publications, consulting, and on-line services.
Mr. Butcher reported that he sent out letters to local businesses who have supported school activities in the past thanking them for their support and sending them information about Bridgeport Public Schools Foundation.
Bill Judge, an attorney and well known expert in the field of substance abuse in schools will be presenting a Random Drug Testing forum on October 17. He will present information to Superintendents during the day, hold a public forum at 5:00 p.m., and present to Panhandle Schools at 7:00 p.m.
Mr. Butcher reported a student population of 529 as of September 30, 2007 – 236 elementary and 293 secondary. This maintains the average of the last several years.
Mr. Mitchell reported that Homecoming activities went well with no incidents. 102 students attended the Homecoming dance and underwent the breathalyzer test. The football team was recognized for playing an excellent game.
Mr. Mitchell reported that the Random Drug testing for extra-curricular students has begun. Several students have already been tested -- all with negative results for drugs.
Reports:
Mr. Myers reported that Parent-Teachers conferences had an 87% attendance.
Mr. Myers also informed the board that the Third Grade had a music program on the 8th which brought a crowd of spectators that had the auditorium 2/3 full.
Mr. Mitchell reported that the Girl’s Golf team placed third in District and qualified for state competition. The team was at state golf at the time of the meeting.
Mr. Mitchell also reported that the band did very well at Oktoberfest and that he heard several complimentary comments from bystanders from other schools.
He said the school should be proud of the tribute the Volleyball girls made to Whitley Peterson and family. Whitley is the CreekValley student who was recently killed in a car accident. Each team member wore ribbons with their name and number and Whitley’s name and number. After the game, they hung the ribbons on the net for the CreekValley team to have and to honor Whitley.
Mr. Butcher reported that planning is under way for the Veteran’s Day celebration honoring our local veterans. The public is invited. On the 12th of November to attend these activities at school.
It was moved by Hall and seconded by Nichols to adjourn at to Executive Session at 8:40 p.m. Yes: Chikos, Jacobson, Hall, Corman, and Nichols. No: none.
The board returned from Executive Session at 9:25 p.m.
The meeting was adjourned by consensus at 9:26 p.m.
