President Justin Corman called the regular meeting to order at 7:00 p.m. Roll call was taken. Members present: Justin Corman, Vickie Hall, Kay Anderson, George Chikos, Dale Nichols, and Ken Jacobson. Also present were Superintendent Dave Miller, Recording Secretary Vonnie Brown, Elementary Principal Kevin Myers and Secondary Principal Titus Staples.
President Corman informed the public of the Open Meetings Act posted by the library door.
It was moved by Anderson and seconded by Jacobson to approve the agenda. Yes: Hall, Jacobson, Nichols, Anderson, Chikos, and Corman. No: None.
There was a thank you from Linda Norman and the Tom Nerud family for flowers sent for his funeral service.
Visitors were recognized.
Business Meeting:
It was moved by Chikos and seconded by Nichols to approve the Consent Agenda. The Consent Agenda includes the financial reports and payables ending October 31, 2010 and November General Fund payroll and withholding of $412,847.70 and Lunch Fund payroll and withholding of $7,510.39. Yes: Hall, Jacobson, Nichols, Anderson, Chikos, and Corman. No: None.

Chance Hall was recognized for being selected as Senior of the Month for November. The Volleyball team was recognized for winning the district competition and earning the opportunity to compete in the State Playoffs. Band and Choir presented a sensational showing for the new directors’ first community concert.
The floor was opened for public comment. There were no public comments.
Unfinished Business:
The architectural firms of Moranville and Associates, Hewgley and Associates, and Baker and Associates each presented 15 minute presentations for construction of an addition for Special Education/Nurse’s Station with restrooms. The additions were all similar in area, cost, and basic facilities. After discussion, it was moved by Chikos and seconded by Anderson to approve Moranville and Associates as the firm to do the Special Education building project. Yes: Hall, Jacobson, Nichols, Anderson, Chikos, and Corman. No: None.
There was a brief recess.
A negotiated contract was presented by the Bridgeport Education Association (BEA). It has been approved by the BEA and has an additional $200 on the teacher base and $100/month on the cash-in-lieu. All other conditions of the contract remain the same as previous years except for an addendum that states:
By entering into this Agreement, the Bridgeport Education Association does not waive any claims or remedies it may have regarding payment of signing bonuses by the School District without the consent of or negotiating with the Bridgeport Education as bargaining agent.
Linda Norman, President of the BEA, stated that it is not the intention of the BEA to seek compensation for the signing bonuses paid to the new teachers of 2010-2011, but that it is their intention to make the statement that they did not approve of these compensations and that in the future the BEA must be consulted.
Following discussion and some recommendations by Mr. Miller, it was moved by Chikos and seconded by Nichols to adopt the para schedule proposed with increased depth for experience, base wage increase of 3.5%, which is approximately the amount that the base salary for teachers increased, and to move four Paras to allow for their experience that they weren’t allowed when the Para Schedule was originally adopted. Yes: Hall, Jacobson, Nichols, Anderson, Chikos, and Corman. No: None.
It was moved by Jacobson and seconded by Chikos to increase the balance of the non-certified staff’s wages by 3.5%, which is approximately the amount that the base salary for teachers increased. Yes: Hall, Jacobson, Nichols, Anderson, Chikos, and Corman. No: None.
There was a first reading of a policy to request Internet Photo and Name Release forms from parents to state their wishes regarding publication of their child’s name, initials, or photographs in school publications.
Rachel Smith, an auditor with Rauner & Associates of Sidney, Nebraska, presented a clean opinion of the audit on the 2009-2010 books. Bridgeport Public Schools was required to do a “Single Audit” which is a little more extensive than a regular audit. It is based on the receipt of greater than $500,000 in Federal Funds.
Reports and Discussion
Mr. Miller reported that Justin Corman offered the high bid on the lights from the Multi-Purpose room remodel, and Ken Pledger offered the high bid on the basketball backboards that were offered for bid in the Bridgeport News-Blade. It was moved by Hall and seconded by Chikos to accept these bids. Yes: Hall, Jacobson, Nichols, Anderson, and Chikos. Abstain: Corman. No: None.
Mr. Myers reported that he and several staff members attended two Response to Intervention (RtI) meetings. They have learned a lot about early intervening for “at risk” students. Presenters said that Bridgeport Public School has a lot of good procedures in place, but there is a lot of work yet to be done. In January, there is a plan to bring in a consultant to evaluate the Reading program.
Mr. Staples reported that he and some staff members attended a seminar called “Love & Logic,” in Rapid City. There were many “common sense” principles for discipline presented that they will share with other staff at Success for Teaching.
Three staff members went to Hershey for a visitation to observe their One-on-One Laptop program. Information from that visit will be shared at Success for Teaching also.
Saxon recently came to evaluate Bridgeport’s Saxon Math program in the High School. They had a positive reaction.
Mr. Steer reported that Bridgeport Public Schools hosted District Volleyball for Class D-2-6 in the playoff between Mullen & Hay Springs. Mullen won the trip to state, but Hay Springs drew a wild card, so they will be attending state competition as well. He was pleased with how well everyone worked together to make it a successful event, and how well received the tournament was by the community.
Mr. Steer recently attended the NSIAA meeting where laws and responsibilities were discussed. He said it was informational and allowed him to attend a couple classes. He thanked the board for allowing him to attend.
The board was reminded of the Nebraska Association of School Boards State Convention coming up in November.
The Veteran’s Day dinner and program will be held Thursday, November 11.
